Abstract
<jats:p>The purpose of this study is to develop socio-philosophical foundations for studying value policy from the perspective of the functional interdependence of social regulation mechanisms that ensure the confidentiality and consolidation of society. Research methodology. Value policy performs regulatory and identification functions through social regulation mechanisms: social control and the cultural legitimation of the normative order. Value policy, on the one hand, presupposes the justification, institutionalization, and internalization of values in the form of meta-legal norms, and on the other, the existence of methods for enforcing compliance with norms and convincing them of their appropriateness. It aims to create an ideal normative order in which control is merely the technical embodiment of deeply internalized and recognized legitimation. Research results. The method of implementing value policy in Russia and the West is not so much cultural legitimation as social control, represented by complex systems of norms, rules, and digital surveillance. In the West, under conditions of value pluralism, the legitimacy of power shifts toward procedural rationality and human rights, leading to an overabundance of social control and giving rise to «managed anomie» — a state where there is no single center of meaning but a dense network of regulatory constraints. In Russia, the idea of «value sovereignty» is accompanied by statist control through the vertical power structure, which becomes not just a tool but a value in itself, part of a new legitimizing discourse about «stability and order» as the highest good. Therefore, the state and the leader themselves become central objects of cultural legitimation. Research prospects. The contradiction between strict administrative control and the need for the organic assimilation of values by society is a barrier to the successful implementation of value policy. Values imposed «from above» as imperatives risk remaining mere rhetoric, failing to become the true foundation of citizens’ «lifeworld». The long-term effectiveness of this complex governance system remains an open question for socio-philosophical analysis.</jats:p>
