Abstract
<jats:p>Freedom of choice of a degree program and a place to study has always been limited, and these limitations are increasing in more and more subjects. The federal state government of North Rhine-Westphalia has developed an approach which would replace the traditional rigid Curricularnormwert, which established parameters for education spending per student and a student-staff ratio, with a more flexible variability model. In this volume, Wolfgang Löwer examines its compatibility with overriding law.</jats:p>
