Abstract
<jats:p>The study deals with the creation of an entrepreneurial culture of the business elite, which was manifested in the basic dimensions of its life. The emergence of capable representatives of the middle and lower levels of social communities on an independent path of entrepreneurship forced them to engage in self-education. It is noted that having acquired capital, they invested it not only in the development of their own enterprises. In order to improve production capacities, several higher professionally oriented educational institutions for the training of engineers were created at their own expense. For the sphere of business and trade, a wide network of commercial education was founded and financed in order to have middle-level specialists. It is emphasized that in many cases, industrialists were oriented towards Western achievements, for which they studied at the best universities in Europe, visited local manufactories and world exhibitions. In this way, the corporate ethics’ practices, social responsibility and image activities were borrowed. The role of the state in disciplining business through laws, controlling and guiding institutions to maintain the parity of existence of entrepreneurs and workers is also noted.</jats:p>
