Abstract

Abstract
Henri de Saint-Simon and his later disciple Michel Chevalier, each in their own way, sought to place transnational interventions on a scientific footing. Their speculations and practical proposals had three innovations in common: they pursued impartiality and reform simultaneously; they promoted central roles for different types of epistemically authoritative actors; and they considered the path to a harmonious world order to be paved with lawmaking, commerce, and infrastructure. Their plans and projects, widely received not least by British utilitarians as well as policymaking elites across Europe, made it both possible and desirable to theorise and experiment with a role in global governance for technical experts. The first in-depth International Relations analysis of Saint-Simonian international thought, drawing on a host of archival materials never before studied in this light, this chapter restores Saint-Simon and the Saint-Simonians to their rightful place as key thinkers and practitioners of modern international order.
